It would be dishonest and amateur for me to tell you exactly what finances are going to be fixed and how. This is simply because the Mayor isn't the city owner who can make decisions and changes at will.
So how will I go about solving the problem?
The first step is to analyse the spends. There will be a system inside the council with the right people operating it that can collate the spends on everything and anything. It's just reports and spreadsheets. It's simply a bottom line.
Once those are known, you can then formulate plans to change things - and if not easily changeable, as Mayor, I am in a position to kick up a stink about it. Yes, it is like that.
For example, let's look at the wages of so many council workers. What was the stat shown in 2018? Over 2000 people being paid over $100k? Well, let's find out who they are and what their jobs are...

A huge list can be made, public input can be taken. And systematically, each spend can be analysed.
Another example is the way council handles rubbish. Let's look into the existing system, the existing spends, and see if it can be reorganised.
How about stupid spending on things like art? Yes, there is a place for city beautification, but why don't we get smart about it. Remember that giant gold mirror on O'Connell St? It cost over $260k and from what information has been public, about $180k went to 'engineers' and 'consultants'.
Let's be honest, there are a lot of contracted companies who do work for the Council that sit back and go "It's council money don't worry about it" in fact I bet there's a handful that say "charge them heaps, let's get our rates back".
Personally I think every single outside contractor that supplies the council with services needs to be questioned as to what they do, and how much they are being paid.
So yes, there is a plan from me to curb the council spending, but it is going to be a time consuming, box ticking process.
And again, if I can't fix it straight away with the powers of the Mayor, I will make a big public song and dance till it happens - because that's what I would be voted in to do...
